Chairman

Mr Tao Wu has nearly 30 years’ experience in nonferrous metallurgy and extensive management and technical expertise in this area.

Mr Wu studied at the Department of Materials Engineering at the Southern Institute of Metallurgy from September 1992 to July 1996. He later obtained a masters degree from the same institution.

Mr Wu’s senior roles include Deputy General Manager at Shenzhen Zhongjin Lingnan Technology Co., Ltd and General Manager at Shenzhen Zhongjin Lingnan Nonferrous Metal Co., Ltd.  He previously served as Plant Manager of the Smelting Division of Shenzhen Zhongjin Lingnan Nonferrous Metal Co., Ltd.

From June 2019 to December 2023, he was the General Manager of the company’s Smelting Division.

In December 2023, Mr Wu was appointed Executive Deputy General Manager of Guangdong Rising Nonferrous Metals Group Co., Ltd.

He was appointed Chairman of the PanAust board on 1 July 2024.

David Reid

David is responsible for the leadership and management of the PBM business in Lao, overseeing the Phu Kham Copper-Gold and Ban Houayxai Gold-Silver operations and Lao Growth for the discovery and development of new mines in Lao PDR.

David is a mining engineer with 30 years of experience in the mining industry, spanning both open-pit and underground operations, with a focus on gold, copper and iron ore. Before joining Phu Bia Mining, he held management, mine planning, and production engineering roles at Plutonic Resources, Homestake Mining, Barrick Gold and BHP Billiton. David has significant experience in greenfield and brownfield mine development, as well as extensive operational experience.

David graduated with First Class Honours as a mining engineer and joined Phu Bia Mining in November 2005 as the Mining Manager for the Phu Kham Operation, promoted to General Manager in 2010, General Manager for both Phu Kham and Ban Houayxai operations in 2015 and became the Managing Director, Phu Bia Mining, in 2025.

Ms Yuan He has more than 20 years’ financial management experience across a range of sectors including finance, development, technology and mining.

Ms He began her career in 2003 as Assistant Manager at Guangdong Yueke Financial Group Co., Ltd. after completing an accounting degree at Jiangxi University of Finance and Economics and has held senior financial positions with various Guangdong state-owned companies since.

Ms He worked for Guangdong Yueke Financial Group Co., Ltd for 11 years before moving to Guangdong Rising Digital Tech Co., Ltd where she was appointed Vice General Manager, Finance Department. In 2015, Ms He moved to Guangdong Rising Holdings Group Co., Ltd. where she worked for eight years in senior management positions.

Ms He joined Guangdong Rising Development Co., Ltd. as its Assistant President in 2023 and in 2024, Ms He took on her current position of Chief Financial Officer of PanAust.

Ms He became a Non-Executive Director of the PanAust Limited Board of Directors on 31 May 2024.

Mr Liu began his career in 2009 as a Project Mining Engineer at Eldorado Gold Corporation after completing a Master of Mining Engineering degree between 2006 and 2009 at the University of Science and Technology in Beijing, China.

After two years, in 2011, Mr Liu was appointed Mining Manager at Hanking where he worked for three years before joining Mongolia Energy as Deputy General Manager.

In 2014, Mr Liu joined Guangdong Rising Holding’s Overseas Development Department where he worked for seven years in the position of Senior Manager.

Mr Liu joined PanAust’s Lao-based business, Phu Bia Mining, as Deputy General Manager of Operation Improvement and New Projects in 2021. In 2024 he was appointed Deputy Managing Director of Phu Bia Mining.

Mr Liu is a Chinese Certified Public Accountant (CPA) and Chinese Mineral Resources Appraiser.

Mr Liu became a Non-Executive Director of the PanAust Limited Board of Directors on 12 June 2024.

Mr Somchit Khammoungkhoune provides policy advice to the minister while supporting the formulation of policy options and recommendations based on evidence analysis. He leads and manages to ensure effective and efficient execution of government policies and programs. Mr Khammoungkhoune also oversees the administration of the line departments, including the planning, organising, execution, control and evaluation of activities, while ensure appropriate allocation and use of resources in alignment with the budgets of line departments and ministry. Mr Khammoungkhoune also chairs or participates in inter-ministerial committees and task forces, coordinating govemment-wide initiatives.

Mr. Sathaphone Douangtavan currently serves as the Deputy Director General of the Department of Geology and Mines, Ministry of Industry and Commerce. He holds a Bachelor’s degree in Mining from the Polytechnique School and a Master’s degree in Geophysics from the National University of Laos.

With more than 20 years of experience in the Lao mineral sector, Mr. Sathaphone began his career with the Department of Geology and Mines in 2000. He was appointed Director of the Mining Economics Division in 2018 and progressed to his current position as Deputy Director General in 2021.

Throughout his career, he has been actively involved in mineral finance and project evaluation, particularly in reviewing and approving Mine Feasibility Study Reports. In addition, he oversees trade-related activities in the mineral sector, including the import and export of minerals and mineral products.
